Anelka who has been onloan at Anfield from Paris Saint German has agreed personal terms and a fee has been agreed with the French side and is thought to be in the region of £12million.
Houllier said: "The fee has been settled and we have sorted out personal terms with the player.
"I will spend the next week deciding whether to go through with the deal.
"I need a striker to replace Robbie Fowler and Anelka is my first option. But I want to do the right thing by the club."
Houllier is also taking an interest in two France-based midfielders, Bruno Cheyrou of Lille and Salif Dio of Sedan.
