The Sunday Sun says Brown has been watched several times by Norwich scouts, including former Pools caretaker boss Paul Stephenson, who is on the Carrow Road coaching staff.
It’s believed it was Stephenson who first alerted Roeder to Brown’s potential when he made the switch from Pools late last year.
But whether a side on the slide like Norwich, who finished just three points ahead of the Championship relegation zone, can afford Brown is open to question.

If Adam Boyd was worth £500,000, Brown is worth at least that.
There’s no question that the lad can play and has the potential to do well at a higher level, but both he and Pools are more likely to be looking at a bigger club for any move.
He is still young and has time to continue his progress in the game.
He added the Hartlepool Mail Player of the Year award to the three trophies he picked up at the club’s own annual awards presentation – Young Player of the Year, Players’ Player of the Year and Junior Pools Player of the Year. He was one of nine players on whom the club has decided to take up the option on extending his contract.
As usual, there’s no comment from Pools, but while they clearly want him to stay, every player has his price.
Meanwhile, all Pools fans will surely join Poolsonline as we extend our heartfelt sympathy to Darlow after their play-off semi-final defeat on penalties at Rochdale.
