Vice chairman Jim Parmonter said "We're delighted. The development plans are essential to our future. We can now build a stadium which meets Conference and Football League standards."
Margate will play their matches this season at Dover Athletics' Crabble Athletic ground.
Pending final approval, work on the reconstruction should start in October. The new stadium, which will have its capacity doubled to 8,000 should be ready for 2003-04 season.
The permission is for the development of the football ground which will cost £4,000,000. A decision on the rest of the development, which centres around a new 80 room hotel and is expected to cost £15,000,000 will follow later.
