The landmark decision by the Chartered Institute of Arbitrators means that Leeds must now succeed in the play-offs in order to avoid a second season in the third division.
If all 15 points had been re-awarded by the three man panel the Yorkshire side would have been promoted with immediate effect.

Though perhaps harsh on supporters and players alike, this is a decision that represents justice being done.
To cancel out the points penalty would not only have thrown League One into chaos, it would have been to ignore the principles of right on wrong purely on a legal technicality.
Whoever comes up against Leeds United in the play-offs, and Nottingham Forest could yet be one of those sides, is likely to face the same siege mentality that propelled Leeds to their unstoppable form in the early stages of the season.
An unenviable task. And one which Doncaster and Forest in particular will be desperately hoping to avoid by sealing promotion on Saturday afternoon.
