Oh but in some ways it is, because on paper any attacking type player scoring 1 goal in more than 10 games, for a club lower down then NL would seem an illogical choice to sign for a league 2 club on face value.
Also implying he might be a chancer is uncalled for. If the club wanted him on trial why would he say no? He'd be stupid to turn round to a club who could give him professional football, more than £500 a week probably and say you should have called me 3 years ago, but if I come now I'll be mistrusted and seen as a chancer so I don't want to sign.
Look at Ian Woan, he signed for Nottingham Forest in the premier league and played over 200 games, but why would they want to sign a 23 year old who's CV already included 4 clubs all of which were outside the football league.
Frankly I don't care what league they play in if they come to the club and are decent enough to be signed after a trial period. Your argument against not signing him is to me illogical and looks a bit limited. The best way to approach a transfer window is to be very open minded, not saying this player has played in lower league X, or only played 32 times last season not 42+, or is over 35, or has recovered from a cruciate ligament injury, so I won't sign him.
That attitude might be something that doesn't cost some managers at league 1 or below, to have a weaker than possible season, but for some it will and as long as having a limited approach to transfers can potentially cost people top spot, the playoffs or survival, which it definitely could, then it's not in any managers interest to think like that.
